He's a cliche, but Jay Chou has a few gems here and there. I can recommend him if you like looking for traditional Chinese music mixed with r&b. Namewee also does similar style of rap, but he doesn't specifically stick to one region's sounds.
LazyBoi Dri (new rapper) and Txmiyama have similar mixes of well known noises for their songs, but it's not specifically traditional Chinese music.
