As a Leroy main myself...this is absolutely obnoxious Match Up for Leroy. There are instances where you wanna press buttons, but Steve's can counteract that with a lot of mid to high integration.
Play both Leroy and Steve As Leroy use high crush low like d2 and db3 db4 I recommend d2 most, low damage and doesn't give +frame so don't do anything crazy after but it will definitely annoy steve Steve's fastest and most used mid in neutral are 13 ~ 16 frame df1 qcf1 df2 So you want to use faster string like rp lp 12 frames Lp lp 10 frames Df1 > 1+2. String And don't press on Steve's +3 frames Personally I believe Leroy is better one in this match up
