Update 46 has revised how Officers work, to simplify play, discourage micromanagement and get a more realistic outcome closer to the original intention of introducing officers.

Very much so. You can only do one a year, but for a mothballed fleet improving the crew quality, officer quality and division efficiency is too good to miss. I'm not sure if it makes a difference manually controlling one side and making a 'proper' battle of it, or whether it's enough to put the 'battle' on automatic and just let the AI fight it our. Which is often a stalemate.

The USA/Spain hereditary enemies issue has never been an issue for me. I've run 4 campaigns as the USA starting 1890 and never once have I managed to develop a conflict with Spain - despite my best efforts. Even going to war against an ally of theirs hasn't worked - they have refused to join and honour their alliance. Also, Panama has never become playable in an 1890 start, and that is with any nation beginning in 1890.

I believe the Panama canal didn't open until 1914
