That looks like is its more than 25cm. Spacing is from plant to plant. The tape must start from the exact spot where the seed will be throun, not where the hole starts.

I was checking some videos about inoculant and am glad i watched some good informative video by a Malawian.
Some Questions you must address are
1.Do you need to inoculate seed for gap filling?
2. When do you apply Fertilizers, if at all you apply?
3.what type of fertilizer do you apply?
4.Do you use inoculant every year?

2. First fertiliser 7 days after planting followed by second Fertiliser after 3 weeks then third fertiliser its optional but you can apply at tasseling & cob formation stage _ to boost production
3. Npk & Urea
4. No , for innoculant its optional you can farm without them
