The legality of the dissolution doesn't change anything because it happened, and now the RSFSR IS Russia. The way to rebuild it would be building an strong Communist Party in order to pave the way for a future revolution, and a NEW Union. Not pretending it didn't fall and building a fantasy around that lie.
