I think it's strong as kon, so it's pretty strong and if you have all points on blood regeneration one quarter is nothing.
So yes it's worth it

The range is really short tho and in pvp can be easily dodged

Pretty long range and has knock back push when it got hit by bomb
It has a dash that it literally teleport you to the enemy and deals good damage too
