No it is not. On 17 November 2018 I tried to cycle from Bath to Wellow and the route was closed between Midford and Wellow, and will remain so until 2 February 2019 (if I remember correctly). That part is a permissive footpath. The alternative route is to cycle up the 15% hill to Twinhoe and down the 19% hill to Wellow. Hope that helps.
