Context my guy. It was fake karakura town but inside the real world of the living. If he used bankai he'd kill every human on the planet besides the real karakura town residents that were hidden in the soul society plus every animal and plant on the planet as well. He can't use his bankai in 99 percent of situations because muhfucka got too goated.
