The entrance fee for one person was 6000 IK ( $ 60 CDN) so I chose not to go in. The panoramic view from this site/even from the parking lot (!) is fantastic, and I took many nice photos; there is a forest trail from the Perlan down to the city, which was a nice, easy walk. I visited the National Museum of Iceland instead, which was well worth the 2500 IK ($25 CDN) entrance fees, and is an easy walk from downtown as well.
No, you must purchase a special ticket at the entrance that includes only access to the observation deck. Otherwise, the price of the normal ticket for visiting the museum includes access to the observation deck.
