Eventually the Japanese and the Germans had started transferred technologies, equipment, and supplies via submarine. It was incredibly inefficient even when they did arrive (late war that was far from a guarantee), but both parties were desperate.

German and Japanese submarines meeting at sea happened on at least four occasions:
26 April 1943 - I-29 (Type B1) meets U-180 (Type IXD1) in Mozambique Channel, about 450 miles SE of Madagascar.
      August 1943 - I-8 (Type J3) meets U-161 (Type IXC) S of the Azores.
      14 February 1944 - I-29 (Type B1) meets U-518 (Type IXC) 60 miles SW of the Azores.
      22 June 1944 - I-52 (Type C3) meets U-530 (Type IXC/40) 850 miles W of Cape Verde Islands.

Would probably be intensely frustrating early in the war, especially before convoys were accepted. Never knowing if you were going to find anything, yet ships seemingly everywhere _but_ where you are are getting sunk by uboats. By the end of the war I am sure it was though. Early war, though, I can imagine the crew really wanted to be helpful, but so often just don't come across them.
