That drill is going the wrong way bit looks like a cheap ass junk get high speed steel bit from even harbor freight go right though lock like butter but drill attack on a lock doesn't mean it can be opened if it's designed correctly.
you are using the wrong drill, consider getting high speed carbide drill, and add some god dam lube or coolant , and yes your turning the drill the wrong fucking way.
You can cut pedals by scizors to metal in a few seconds and you can go.

Of course it won't penetrate when you have the drill in reverse. Slow down the video speed to .25 and watch carefully
