First time they introduced this character I felt it was bad writing. Introducing a character just to instantly remove him from the show seemed silly. The second time it was funny though, because they re-introduced him just to fire him. Essentially making it all a big joke.
I disagree, but mainly because he was there from quite early on season 1, mentioned in passing frequently but never seen, until he became useful to the plot. They did this with a number of characters. I actually think they did it with Ted Chaough too later on.
Even if he didn’t come back I don’t think it’s bad writing, it was early in the show and him being fired illustrated the culture of the office at the time without him being canned it would have led out insight to how the office functioned

The millionaire gleefully fired the man who has a wife with cancer and he still finds it hilarious. Roger was really built different. Right after Bert slammed the door Roger was probably thinking “so what cocktail am I going to order at lunch today?”
This is less than 2 pages of writing on an irrelevant character getting fired...and it's absolutely fucking brilliant! This small scene speaks to the sustained excellence that is this show.

The context for this scene: Burt was laid off from the agency at the start of Season 3, when PPL bought Sterling Cooper. He acted like a complete jackass and trashed his office before leaving. As Roger himself said, “half the time this business comes down to ‘I don’t like that guy’” and no one at SCDP particularly liked Burt.
Bob Brown-nose, Homicidal Benson. rewatching the 6th season and somehow missed his griping about pete with manolo in spanish the 1st time. did i hear him right in targeting pete's mom for her accident? omg!
Notice how at 0:07 when Burt enters the room, both of his collar tabs are flat. Then at 0:36 his right collar is turned slightly up and then at 0:43 it's turned down again....lol. Director must have noticed.
