I believe the current service rules state that the ball must be projected upward near vertically. If a ball traverses half the width of the table before it is hit by the server I suggest that the serve was improper. I can't answer for judges who choose to ignore some portion of the rules, I'm simply saying that many players' serves do not fit the rules' description of a proper service.
" Near vertically" but without a clear & strict regulation, normally within 15 angle, depends on umpire 's judgement, However, nobody'll serve the ball purposely unvertical since it won't add too much difficulty to the receiver & might offense the opponent or especially the umpires & be punished by losing the point...

some of WS serves were illegal. WS relied too much on serves and his quirky BH but he is lacking on footwork and FH techniques. No way he can win again somebody like ML whose techniques were better all around.
First of all Ma Long's serve and backhand were nowhere near Schlager's.Schlager beat Ma Lin who had the best serve return and serve combo ever so he is no slouch.Schlager was probably the first shakehand player who used the reverse serve which is quite an innovation. He was one of the few players who had a great serve without obstructing the ball with his body.Even Ma Lin cheated with his left hand,Ma Long obstructed the ball with his head etc. He was old and it's a post speed glue ban match which hurt his game.His footwork was never top notch cause he lacked footwork intensive training in his early years. He lived in Austria which lacked the talent depth of Sweden or Germany that of course affected his technical development.His forehand as a pure stroke was fine.He produced tons of speed and spin;certainly better than Boll-Samsonov. What he lacked in footwork he compensated brilliantly with his creativity and intelligence. He became the World Champion beating 2 of the greatest Chinese champions of all time.He is a brilliant player.His unconventional style brought more success than Boll's hyped game which was pretty uninspired and always fell short in big matches.
Schlager's upper arm was too wide open in playing table tennis and that's supposed to influence his stability within middle court, more like playing tennis than table tennis, He can still play that good is somehow a little bit unbelievable...
Schlager's serve is one of the few that actually follows the rules of proper service.
