You can adjust the turns according to how long it will take on a map for a certain amount of turns. I think the real reason would be the risk aspect of the game which affected some peoples votes. I myself still voted for it. A good bunch of the votes for the Game Awards were community/public votes, so the public (including me) could've voted for different things for certain reasons. The game that wins an award may not be one that you would want to get that same award.
