They know there is no money to be made in offline games, they want to discourage offline play with limited support and incentivise online so that the future aditional content will be bought. Dlc sells more with online games since they know players seeing other players have things they dont makes them want it, they know this. They just want to profit off Toriyamas work, they dont care about the franchise.

It is purely on the console side since the xbox series s exist and constantly ruins next gen games potential due to the forced restriction on not being powerful enough to run true next gen games. Sony and Microsoft want sales of consoles and are willing to make it extremely difficult to implement any split screen type play. The consoles are made to limit this in mind. The fact that they even added a form of split screen knowing that they could just keep to what they said before is a huge sign that they really did listen to the fans. People would have bought it either way.
