Not really. Almost everyone got buffed and some of the characters that were too broken did got nerfed. Like Sylvie, O. Yashiro and such. Except for Yashiro that boy has been getting nerfed fsince a lot of patches now and didn't really got much buffs. K' got nerfed pretty hard last patch and now he's getting all of his tools back that were present in early games like KOF '02, 13 and such. So i feel like this is a good patch and if you think they only buffed already broken characters that is not what happened. You might have just missed the last patch or something.

So basically this patch is mostly buffs or status quo for those who deserved to be nerfed or stay untouched. + some scraps for those who needed buffs.
