If you only go for a single Dragon type move for PVP, you generally want the one with the lowest Energy Cost (Dragon Claw>Outrage>Draco Meteor on Dragonite). Since you can have 2 Charge Moves Dragonite often runs Dragon Claw+Draco Meteor, since Draco Meteor lets it deal a huge amount of damage to Metagross.

DM+DC does worse against Fairies, Grasses and Bugs (which aren't really around in Masters), while doing better against most other things. Hurricane takes the same amount of enery as Draco Meteor, but deals way less damage when is has the same effectiveness. The most important matchup this helps with is Metagross. Metagross has to shield Draco Meteor, while is can often ignore a Hurricane.

Esprcially against dragon type boss. Thats the reason why palkia and salamence just outright die just after tanking 1/2 dragon claw, before even use draco meteor.

PVP moves: FM = Fire Fang (good energy generation) CM = Outrage + Fire blast (cover move for fairy and steel) PVE moves: FM= Dragon Tail CM = Outrage To get Outrage, evolve all bagons into final form before 17th May to get the Community day move
If you’re looking for a really good flygon you need to have the moves be dragon tail for the fast move on pvp and dragon claw for the charge move for pvp
Me and my friend tried our dragonites agains each other, I have dragon tail and he had dragon breath, I still got my charge attack first and did more damage and his dragonite is more cp then mine by 400cp. Dragon tail wins
Fairy type next is probably a good idea. It's relevant to current events.

Have not gotten to my 3rd pokemon in pvp on 2500 league. With Gallade with Confusion and Leaf Blade, Flygon with Dragon tail and Dragon claw.

If you’re looking for a really good flygon you need to have the moves be dragon tail for the fast move on pvp and dragon claw for the charge move for pvp
By the way dragon breath actually gives less energy than dragon tail for pvp, but the damage increase is worth it
