Replying to all who says it is normal to take a queen before you promote. That is true but he grabbed it so soon. He was possibly 10+ moves away from promoting when he grabbed the queen from the captured pile.
That's what happens when you respect the other player and play not to win but for the sport of the game. If you play to improve finding someone better than you/can beat you is a treat. (Especially the better you get)

I'm only an 800 myself looking at this position for 1minute only but I think if Rf8 you just go e3, freeing up your rook and no matter what white then plays you can defend the pawn to push + your freed up rook can now push away white's king by checking it if black plays some random move like Rf7 after e3
Then you have the idea of bringing your pawn to e2 , king to e1 then using your room as a blockade by playing rf2 to give room to move your king and promote
That just ties the rook to the f file. The white king can't get closer, so that plan loses to the king getting up the board and then forcing a trade of rooks and promoting. At that point the game was already done, the only thing Melikset could hope for was a blunder due to time pressure.

See the discover check from the Rook. Moving the King closer to the promotion square lets you protect the pawn as it advances and checking the opposing King prevents white from taking the pawn with their Rook, even though that was what they wanted to do.
