The only way to fix this nonsense to pass a bill to force and make it criminal for the president, and any government official who uses Ghana tax payers money to seek medical intervention outside Ghana even Togo to be jailed for not less than 15 yrs with hard labor. Trust me Ghana will have the best health care system.

Demurrage is only due for goods onboard a ship after Laytime has ended.
Laytime is duration allocated and charges applicable for cargo discharge.
