iPhone 12 and 13 series activation is handled by servers at Apple. The server tells the device which activation policy it is supposed to have. This policy then tells the device which carrier’s SIM cards should be supported by the device and which ones shouldn’t, *MOE* would always help you out!

I just tried a third-party tool called Tenorshare 4MeKey, you can use it on a Windows or iMac. The operation on Windows is a little bit tricky, easy on Mac instead. To put it in simple Terms. If you mean removing the Activation lock so you can check the owner's information in the phone, Yes *MOE* can make it work 100% guaranteed unless apple says so. And one more thing iMessage and FaceTime most of the time fails to connect so you'll be using normal messages but everything else works.
NOTE: newer devices like iPhone 11 and 13 have chance of been bypassed guaranteed ones are XS MAX coming down..
