Kosrae Senator speaks succession and claims "legal missionaries" are disrupting FSM unity

Recently, a senior senator in the FSM Congress spoke of succession and legal missionaries who are disrupting the unity of the Federated States of Micronesia (FSM)
Senator Paliknoa Welly from Kosrae was speaking of the election of the at-large seat in the FSM Congress. The people of Kosrae voted for Yoslyn Sigrah, but the FSM Congress did not want to seat her. To say that the people of Kosrae are angry, is an understatement.
Kosrae, the smallest (pop. 3000) state in the FSM is not known for its succession rhetoric. But, here we are. Senator Welly also spoke of foreign lawyers working within the FSM government that provide legal advice that is not so much about Micronesia. More about keeping their legal jobs.
