I just noticed a mistake here: the red flat listed below the key of Cb should be Fb, not Ab. Because Fb is new to keys in Cb Major and Ab was already introduced in Eb Major.
In Cb major and Ab minor every note is flat in the key signature including Fb. Only in the ascending melodic minor scale would you raise the 6th and 7th degrees - F natural then G natural.

It’s perfectly possible to do that. You can use F and Ab as pivot notes between an F minor chord and a Db major chord.

What about the a flat written as the additional accidental for C flat major/Ab minor, when it should be an f flat?

In the ascending melodic minor use the key signature and raise the 6th & 7th degrees by a semitone
