Actually I think it's because he's 11 ultra's fused together. And ultra's fusing is a boring way to end a move to most people. Because the fused fighter almost never struggles.

Since his debut 3 years ago in the Taiga Finale Movie ( battling Grimdo, Treagear's Lord and Master ) and last year's The Destined Crossroads ( against Commander GUA Spectre, the fusion of Mold, Juda, and Gina Spectre ) the question remains: is he a Junior Ultra God or a Junior Superior Ultra? I believe that he's more of a Junior Superior Ultra than an Ultra God, his powers are way below the 4 Ultra Gods, but it gets the job done. Love the design of Reiga, powerful and great precision ( love the shine on his headpiece, sharp in every aspect of the word ). Will we see him again? Yes! Maybe at the end of..... he'll let us know, almost let the kitty out of the bag, but we'll find out. However, while I was surfing the internet, I do read some comments from the audience about Reiga's Transformation Device that resemble Ultraman Zero's Zero Eye and it created a debate among them. Some of them don't care and are okay with it but some of them are questioning that Tsuburaya is lazy and just "Can I copy your homework but just change it a little bit". Well, today I'm about to say something that you guys might never think of before the reason behind this trust me when I say Tsuburaya is not lazy but they are genius. So without any further ado let's begin. You see Reiga is a combination of all New Generation Heroes including Taiga, Titas, and Fuma, and has even been stated by Tsuburaya despite using Hiroyuki as The Host and Taiga's voice and feature, even Reiga's design is actually the unused art of Taiga's original concept, Reiga is a New Being and Ultra, not Taiga anymore. So why is it and what the hell that Zero is had anything to do with this? it's because Zero is an Ultra who meant a lot to them, to all of them. In Ultraman Ginga S The Movie: Showdown! The 10 Ultra Warriors! Zero taught Ginga and Victory to be brave and to never give up and was there with them even calling some friends to help them. In episode 5, Zero's power connects with X allowing Him to use that Ultimate Armor via Cyber Card to travel to space and time to save Rui who is been kidnap and stranded & trapped on Planet Guillermo. In Ultra Fight Orb, Zero taught Orb the strength of family bonds as Zero's Father, Seven give Orb his power and this is where he unlocked Emerium Slugger Form. For Geed,Zero was there with him by his side the entire episode. Despite knowing Geed is the Son of Belial, he never thought of him as a monster. Thanks to Zero, Geed starts to embrace that despite being a son of a monster he doesn't have to be one and change his destiny and use his power to protect the hope just like the catchphrase for his Magnificent Form that happens to use Zero's Power Via Fusion Rise. In ULTRA GALAXY FIGHT: NEW GENERATION HEROES, Grigio was kidnap by Ultra Dark Killer and Zero is the one who protected her from the beginning until the end, and that makes Rosso And Blu feel owe a debt of gratitude to Zero who stood by their sister side. And in episode 23 when the Fake Ultraman Belial showed up, Zero taught Taiga that he doesn't have to do everything alone, he has friends and family with him. Zero is such an influencer to them, he is like a Big Brother to all New Generation Heroes. I know that Zero does have haters due to his keep showing up out of nowhere but this scene, in the movie when the New Generation Eye emerged from all of The Light Giant's power clearly shows how much impact that Zero has given to them, it's like physically he wasn't there but metaphorically he is there with them, with all of them, clearly show how much influence and meaning Zero to all of them *-I'm so sorry Aroy~San my explanation is longer than expected, hope you don't mind😬*
