The NATO organization mentioned is called International Submarine Escape and Rescue Liaison Office (ISERLO) and has working relationships with the Russian Federation and the People's Republic of China. This relationship is based on premises set forth by the United Nations Convention on the Law of Sea. Nevertheless, the endangered nation does have the right to refuse assistance.
