The flute solo early in the first movement is a clever bit of foreshadowing of the Finale where the flute is utilized as the traditional instrument representing lightning. Also, the first movement's recapitulation continues to develop the thematic material, a process Haydn would perfect in the richest terms later in his symphonic development.
This work has a relaxed, outdoors quality. The triple-meter opening movement, the flowing andante (a bit faster than the previous two slow movements in the set), and especially the charming thunderstorm all give it a nocturnal, natural feel. Haydn would write some very powerful storm scenes years later (Il Ritorno di Tobia -- a kind of storm chorus; the cantata Der Sturm, the final chorus of L'Anima del Filosofo, and the large-scale storm from The Seasons); this little tempesta is a bit of theater music, a great way to cap Haydn's set of programmatic symphonies. It's interesting that Haydn keeps things fairly abstract in these three works, unlike Beethoven's no. 6. Haydn resented having to write bird calls and other such literal imitative music in his late oratorios, calling it 'French trash.' And yet those sections are some of the finest tone painting in the Classical era. How tastes change!
The bass solo in the Trio gives us a tantalizing listen to what Haydn gave us in his concerto for the instrument written in the later 1760s, sadly lost.
