The piece itself was not racist. It's an experimental, impressionist style piece which just happens to contain some of the elements of what would become modern jazz. The whole of "Children's Corner" was based off of childhood memories, so if Debussy used a term to title his piece, it was probably based on something he saw in his own childhood.
My favorite Amiga game "Mousetrap" had this piece of music and, dare I say, when I played the game I really thought the piece had been written for it so I just didn't understand where the strange title had come from. Fun piece of music, well played. Nice to hear the full version.
