As a rule of thumb if someone comes of the top rope to catch someone coming off another top rope with a cutter, you should definitely sell it better than the commentary team did in this clip

That is untrue. He's pumped plenty of times. It's just the majority of what makes Teddy exciting is his offense. Thus, that is what gets highlighted more.
