The question is, are they reading? Cause most likely it is yes.
The more pressing question is if devices are listening?
Because it doesn't matter if they are big or small companies.
In another note:
Targeted ads or something (because sometimes it is not just ads that can target you)
Is a problem or problems.
For example, you said there's a chance they are recording on what article you stop scrolling. But the problem with that is.
There would be a lot of miscellaneous data. That doesn't really have to do on what you want.
Maybe we should have a browser that we can write our profile voluntarily then websites can use this information if they want targeted ads.
It won't use cookie but a different technology. The only problem is, it is hard to make an app like that. Because most websites relies on cookies.
When my daughter gets ads for enterprise systems I use at work, after talked about my day at work.. I know they listen. (and im allergic to cats.. and had a new neighbour that moved in with a cat.. and I started to have hayfever.. suddenly google give me lots of cats food etc ads...) and no neither my daughter nor me googled after anything about cats or enterprise systems. only talk.

Many, many, many, MANY apps ask to use your microphone. Probably 99.9% of which have no reason to use your microphone. As tech people we prob say no to this. But most users just click "accept" or "yes" to literally everything that pops up on their phones/devices just to make the messages go away. And when you say "allow" to the microphone being used, you definitely get targeted ads based on what you talk about.
I don’t remember a single time I have gotten a microphone request for an app/website that didn’t clearly need it. It just isn’t an effective method for tracking.
True, always weird. Why do they always need that microphone permission.
