Nope todoroki doesn't even rlly like him he likes bakugou bit kiri confessed his feelings to bakugou in part one and todoroki misunderstood it thinking they were together after that deku came and confessed his feelings coincidentally when bakugou was coming to confess his feelings to todoroki but todoroki not knowing he accepted thinking why not it would be a way to get bakugou of his mind so bakugou isn't seeming to take anything away from him if todoroki was alrdy his
