CS Machogu and governor Arati clash in Kisii

Kisii governor Simba Arati and Education Cabinet Secretary Ezekiel Machogu tore at each other in public over heckling during a funeral ceremony. The two leaders accusing each other of formenting trouble directed at each other and drawing the county commissioner Kibet Boen into the exchange that had governor Arati telling off both the CS and the administrator.
As Chrispine Otieno now reports the showdown was sparked by a section of youth who booed the education CS as he read the president's speech at Kisii Polytechnic Grounds.

I didn't see this childish behavior during governor Ongwae's tenure. Why is that any function you attend ends up with chaos bwana governor?
