The reason why these learners are here is because it fits the bill in their pockets or cost is lower. Well off learners say Russians rather go to Malta, the UK, Canada or the U.S. and S.Koreans, Japanese, and Vietnamese, Taiwanese, Chinese go to Canada or Australia.

I'm watching from California,USA. I grew up in the Philippines. I learned ENGLISH early in my childhood. I can speak english when i was in grade one. Thanks to all my teachers in Saint Augustine School. They taught us in English except in our Filipino subject which is in tagalog. I'm fluent in English language than tagalog.
In the Philippines they teach you the technic how can you learn faster to speak in English very well because the teacher will teach the subject in English very very well

Depends on training and exposure. If you tried working on a call center you will acquire American accent in 2 to 3 years time. I'm teaching conversational English over the last 18 years in Asia so far Filipinos are at par in comparison to counterparts. God bless guys at CIA.
