Ah, 00 Raiser. The Gundam so completely overpowered that they had to not just nerf, but outright gimp it in the movie in order to justify Setsuna switching to the Qan-T.
Setsuna was going to change to Qan-T regardless since 00-Raiser has lost almost 3/4 of it's strength at the end of S2. 00 Raiser completely lost both it's solar reactor and in the movie even with 0 Raiser it's has limited operation time and the Fed movie mobile suit is said to be strong as 4th Generation Gundam, which 00 Raiser is classified as. If he used 00 Raiser CT against ELS during the last defense, Setsuna would gett rekt even if he fight seriously.

Not really, Arche Gundam can go toe to toe with 00 Raiser, needless to say Ali is not even a cyber newtype or transcended human bs. In the end 00 Raiser still relies on plot magic and space magic

Spec wise 00 is still better than arche but the pilot setsuna is one holding it back . As a pilot S2 setsuna have greatly improved his skill compared to his season 1 self but still he is nowhere near good as ali and graham. 00 raiser mostly carry him throughout the s2 before becoming an innovator.
