It's because of the bug giving you the hand Cannon and all the rank up rewards early so you don't have rank up engrams or stuff till you make it past rank 10

Rocket Pistols are best used for area denial in pvp & to damage players behind cover. Just shoot the floor, walls or ceiling near them and they do enough damage to get them to move/stop camping etc ✌
