if you are testing this as a lab test, you've got two variables you haven't accounted for and that is the direction, and the shape of the sea floor. I don't know what kind of algorithm they use for the direction on the incoming tsunami, but you have clearly marked your levels in the city and have designated levels for damage observation. try to have a map that is 3/4 land and with a small area in the last quarter being land in the towards the center of the map to construct your city in and the rest water, this allows you to construct your city, being either a grid or designated angles of a quarter circle grid layout, as well as shape the ocean floor to see what the effects are to the wave. inlets and coastline shape will also affect the outcome of your tests, with runoff contaminating your results if you want a clean result.
