Because all of the aesthetics of the water are entirely procedural and generated in realtime, it's possible to update the water level dynamically in a way which would not be possible in a traditionally hand-crafted pixel art game without either a very large amount of artist effort or a compromise on artistic polish.

that's so cool, I have a question, the shaders that make the 3d models in pixel art is in blender or in unity?

Man im learning blender and unity, and i have barely the same question. Are the shaders able to be exported in order to be used in a different program? Cause i think it doesnt, but not sure why

the shaders are in unity. the reason shaders don't translate between programs is because different programs have different mechanisms for passing data to shaders. some programs choose to share these mechanisms so that shaders are portable between them, but to my knowledge this is not the case for blender and unity, and definitely not since I'm using a custom render pipeline.
if you've played around with unity a bit you'll realize that shaders in unity aren't even always compatible with each other, for example between URP and builtin RP.

you _could_ make the shaders in blender (if you plan to use the blender game engine, upbge or eeveebge)
lmk if you need the shader code

I'm pretty sure the effect is cool, but we cannot see it in the video...
