Congress needs to pass a law that makes personal information have value, monetary value. This would mean that people selling your personal information would be stealing from you.
The terms of service that you agreed to tell you that they collect your data in exchange for free use of their platform. They're not actually stealing it from you, but they are selling it dirt cheap.

Data brokering should be illegal. No one reads the terms of service that they agree to with all the products that collect data. I mean, no one would knowingly agree to have all the information that is collected put out onto the internet for the entire world to know about. But to a large degree, that is what is at stake.

A simple statute that states people each own all information about them, from their address to their product preferences and if any business wants that information a written agreement actually executed by the consumer and for which money is paid would stop this endless dissemination of personal information.
