While your argument makes complete sense in this scenario, the defintion of imminent threat itself is a matter of ambiguity. What is presented as imminent threat by one may not be a threat at all for another group.
Moreover, here I feel asianet news just did a bit exaggeration while explaining the regular process of the Bureaucracy. Collectors these days especially in Kerala, have been known for their efficiency. Asianet news here made me feel like the collector was resistant to the suggestion of chief engineer which actually might not be the case.
