Regarding the definition of art there’s actually a debate between Hitler and Otto Strasser in 1930. They briefly touched upon modern Art in this debate. Otto argues it’s revolutionary and can be harnessed to foster a militaristic overthrow of the system by glorifying violence, Whike Hitler literally begins arguing from the position of a Platonist that real art is a symbol of the divine and something found in forms which is natural.
If people are talking about it i would say that it succeeded. Also it seems anyone calling any modern art "degenerate" is of the same kind in the past.
