That's Hullyeonwon Park! I skated there back in May, before heading to Japan. There were a lot of skaters at that time. Apparently its a public park where skaters gathered to skate and eventually the city granted the space for skateboarding and added all the metal angles to the curbs/ledges, and a couple manny pads. The food was excellent and affordable!
