His attack is at minimum planetary. Luffy isn’t tanking that attack and don’t even think of saying only haki or devil fruit user could hurt him because saitama grabbed an intangible thing like hyperspace gate and punch a hole to spiritual/mental realm. Luffy isn’t winning this one.
