In fairness, Milady was supposed to be in s3 the whole season, get a redemption arc and reconcile with Athos. Unfortunately, Maimie McCoy was pregnant and needed to go on maternity leave
In fairness Maimie did not go on maternity leave, she was practically fired (in those months she even worked as a waitress in her parents restaurant). She wanted to work in the show but the writers did not. They could have tried to write her pregnancy into the season (and it would have even made sense since in the canon she had one son), they could have used particular costumes and techniques to hide her pregnancy (in grey's anatomy they do that all the time), they chose not to. The redemption? It could have been done in two episodes even with poor screentime, so no I don't think that was ever their intention. Sylvie was already present in the original script so honestly I believe if Maimie never got pregnant (and had she been present the whole time in S3) they would have simply ruined the fictional character of Milady even further.
