So they're going to do to the Toronto police what they did with Hospitals in the rest of the province. Cutbacks and shutdowns on the ground but they're going to razzle dazzle everyone with helicopters. And nobody will notice how useless these helicopters are for at least 10 years until it comes out that the Mayor and Premier have been using them as personal transportation.

All things considered though it may be good to have police helicopters patrolling a potential post-apocalyptic scenario to hold chaos at bay for a while.

The cop is there to prevent the person from committing more crimes. If someone stabs your friend and runs away, they'll probably stab someone else until they're stopped. Also we literally don't have well-trained civilians. This isn't Switzerland, we don't invest anything in educating and training every civilian to use weapons effectively. Well-trained civilians don't just magically appear as soon as you change a couple laws.
Yeah but then Ford can't put up billboards telling people he just spent hundreds of millions of dollars on their safety. He'd instead have to tell them that he spent far less, and the taxpayer will be livid that he chose to spend money effectively. There's also the matter that politicians in North America don't actually want to address issues. If they can look like they're trying to address issues whilst letting the issues persist, they can continue to use those issues as political leverage to increase their public favor and vote count in the future.
