It's double that. The 60ms delay happens both when commands are sent to the server as well as when they come back to you. Furthermore this delay gets added onto your own reaction time. Even assuming the ping that you see is the actual delay you're experiencing, if your reaction time is 200 ms and you're going from 10 ping to 60 ms ping, your effective reaction time will have gone up by 25% (250/200). This effect is worse for good players since actual pro players can typically have up to 150 ms reaction time and so adding 50 ms delay onto their 150 ms reaction time means their reaction time becomes 33% worse to stuff. Then there's the fact that if it takes you 200 ms to react to, for example, Morgana's Dark Binding then even a mere ping increase of 10 ms can fuck that up badly. TL;DR people who don't notice ping probably have the reaction time of a potato so a 50 ms ping increase on top of their 1000 ms reaction time is only a 5% increase in reaction rate for them, which to them probably isn't even perceivable. Also, that 50 ms ping increase is actually 100 ms delay due to data traffic having to go both to the riot servers and back to you.
