    This is fault of Liaqat Ali Khan for agreeing to an ceasefire in 48 when Indian army was in precarious position (See Bucher papers), Gen Ayub in 62 for refusing to attack Kashmir at behest of US pressure, Gen Ayub in 65 for delaying the advance to Akhnoor.
