I do not know what kind of "miracle remedy", but I prefer to use to remove resin: 1- industrial alcohol, 2- various solvents, 3- alkaline detergents. With a finishing coating (after neutralizing aggressive media, as I understand it in your case, it is alkali), instead of WD-40, it is much more effective to use silicone grease, it reduces friction and protects against resin sticking for a long time.

A Korean googled(navered) it. The product name is PB-1, and the main ingredient is 2-butoxyethanol.
This substance is highly dangerous and extremely toxic.

I don't think you can buy it in Canada. PB-1 is made by small company in Paju, Korea. They even deliver it but i doubt they sell it abroad.
But you can use essential oils to dissolve tree sap and vinegar to combat rust

It contains 2-Butoxy- ethanol wich is used in all kinds of different cleaning products. Its concentration is from 2- 15%. But it's also very toxic.
To dissolve tree sap you use essential oils. And with rust vinegar helps. Both is natural and you can easily use it to make a salad afterwards 😂

Oven or grill cleaner can do this too. And it's better to use real rust protection oil afterwards instead of WD-40

Why does he not pour more of this cleaner into an appropriate container tub so that he can soak each item and reuse the solvent several times before disposing it and messing up his workbench,..and waste all of those paper towels each time? He can have 2 tubs, one with cleaner, one with water, or some other solvent to rinse. Would be more efficient, especially and as it seems he would have frequent need to clean his cutting tools.
