Absolutely... the whole time I'm wondering why you wouldn't use cupcake papers. Probably cheaper as well. But, using a bag and tips for icing is a great idea, too!!!

While you can use acrylic paints, they tend to settle as they dry and you may need to add more layers. You might also see the paper towel beneith the color if the paint is transparent, so consider mixing some white into the paint to make it more opaque. Actually you can get it for a dollar a roll at Dollar tree....it's not cheaper to use real ones
It's also not as sturdy. The real ones are flimsy so I understand her choice
Blick must sell that border, but not cupcake wrappers.
