If you're talking about engineer's secondaries, I'd highly recommend the breach cutter. It is both single target and crowd control weapon, and can peel off armor very quickly.
@zans6937 thank you, currently that's already my favorite secondary weapon for engine, basically because of all the aspects you have mentioned 👍🏼 don't have any OC for it nor the other engi secondaries yet, so I'll go with it quite a bit more
