Considering the Monster truck game is from May-April 1998 and Half Life not Half life 1 is from November 1998 It seems like a case of video game OST sampling, "inspiration" or random coincidence.

Jokes aside the music is just a song from Half-Life 1, specifically "Hard Technology Rock". It's pretty interesting that a game that came out 6 months before Half-Life has the same melody. Maybe they both pulled from the same source to create the different songs. In MTM2 it's like they sampled a different song because only a few seconds of the menu theme has that melody. There's no overlaps in the music credits for the 2 games so it's probably a coincidence.
