No, they can be protected quite well with the right equipment, systems and training. Even current systems aren’t too bad, but maybe require smaller and cheaper defensive weapons and capacities to engage many targets. So laser weapons, EW and stuff will make make things quicker and more effective.

BP plc's oil refinery in Rotterdam experienced a power outage, after TenneT TSO, a transmission system operator in the Netherlands, announced in a post on X that a fault in the 150 kV station Europoort was detected. In an update, TenneT shared that the problem has been resolved with its customers being supplied with power "in phases." However, BP's power supply is yet to be restored, with the operator currently working to bring it back. BP's Rotterdam refinery is described as one of the largest in Western Europe, with its capacity amounting to some 400,000 barrels of oil per day.

The reason they are so effective is because they are so relatively cheap. There are many counter measures to them already. The problem is they aren't very cost effective.
The most effective weapon against sea drones and small boats is the machine gun. Add some radar/lidar targeting and sea surface drones won’t get close. The German Gepard AA gun (set to shoot downward) is a good model.

Unfair to criticize Ukraines use of the military support I feel. Current strategy not affecting the slow advance of Russians so they are trying something else. It might still work ultimately. Russia and POO-tin looking rattled . Give the green light on long range weapons use where its needed.
Big ships are finished as a method of providing patrol and aircraft delivery for military forces. Cheap fast easy to produce munitions sink ships easily and are very cost effective, ships needs years to build and anything anti ship can be made in days or weeks. The navy is mostly redundant, only submarines have value still. Hypersonic flight from global bases make more sense than vulnerable ships wasting resources and possibly in the wrong location, ships are far too slow same as helicopters. Aircraft carriers are horrifically expensive and can be sunk with a simple hypersonic missile or thermobaric glide bomb costing less than 1% of an aircraft carrier. The surface navy is a museum only no one has told them. Tanks helicopters and big surface ships are finished as military equipment same as swords and horses in the 20th century. A big cost saving and a big waste saving.✌️❤️🇬🇧

Drones are less useful in the open ocean, but most action tends to be near land.
The lessons are that a surface navy is a floating target that can't be protected.
The lessons I got were, Everything can be seen by everyone. and there isn't a good solution to cheap drones yet.

Russian Black Sea Fleet forces just last week last launched a bunch if missiles at the Ukraine. It is battered but certainly still in the fight

Every single weapon ever made has counter-measures. Designers have to think ahead and adapt with combat experience.
