how did you get that IP i mean from where, i know it need to be external IP but i have tried copy mine external IP and paste inside DNS A and it dosent work..
In my experience using the load balancers this way is a very expensive solution. Im paying about 20 eur per month per website. Im looking for an alternative solution that is cheaper

It is the entity which sits in front of our web serves and route traffic to them based on availability, capacity and request. For example : if a web server is at max capacity and the site is still getting traffic, the load balancer can route that automatically to another server To determine your load balancer IP, go to Load balancing in Network and you will see IP in properties

After onetime uploading how to update the index.html page
Go to the bucket and Click on upload file button. It will ask you if you want to overwrite the existing file
my A Record on Godaddy showing parked and not IP address like yours. could that be the reason why my bucket domain url is not working?
You need to provide the IP address of your load balancer in your DNS records of go daddy.

My website is not getting live I have bought domain from Google.
Then you need to add the dns entry in google domains. Go to google domains and login with the email you purchased the domain. Point your A record dns to load balancer Ip. It will work
After you are logged into google domains. Go to menu -> dns and then resource records. And there you can add the dns records
